Security Level 5

By virtue of design and operational procedures, the unit(s) can ensure all offender movement is highly restricted and under continuous observation and escort. The unit is capable of containing offenders who are extreme escape risks or who present chronic management and control problems. Program availability is limited due to the risk level of offenders.
