Dangerous Contraband
Any item that is capable of being used to endanger the safety or security of a correctional facility or any individual. This includes substantial probability that the item may be used in a manner that may cause death, cause serious injury, be used to facilitate an escape or cause other major threats. Examples of Dangerous Contraband include but are not limited to: knives, tools, cell phones, razor blades, unauthorized drugs/narcotics, chemicals, lighters, guns/gun parts, or explosives.

Data
Information or communication of any type, including memos/bulletins, brochures/publications, email, documents on portable storage devices, browser history, voicemail, and electronic records/files.

Data Owner
Person who creates the data or has authority over the group who created the data; Designated person/position authorized access to specific data per policy (e.g., health records); Designated person/position authorized to approve access to data (e.g., treatment/Security Threat Group records); Designated person/position authorized to release data (e.g., Public Disclosure Unit, Communications Director); Designated person/position ensuring compliance with policies and applicable regulations (e.g., human resources, investigations).
Data owners do not typically include persons enabling/supporting access to data, acting as a custodian for data, or maintaining an Information Technology (IT) system (e.g., IT technicians, administrative assistants).

Declared Address
An address 1) formally documented in the body of the Judgment and Sentence at the time of sentencing, 2) obtained by Department staff after the sentencing date for the current offense, as provided by the offender, or 3) given by the offender at the time s/he reports to the Department within 72 hours after sentencing for the current offense.

Discrimination
Illegal and unequal treatment of a person or group, intentional or unintenional, based on national origin, race, color, religion, age, gender, martial status, sexual orientation, status as a Vietnam Era Veteran, Wartime Veteran, or Disabled Veteran, or the persence of a physical mental, or sensory impairment. Washington State Executive Order 93-07 also prohibits discrimination based on sexual orientation in state government.

Disparaging Terms

Domestic Violence
Any act of violence or abuse directed toward a family or household member. Family or household members include children, spouse, state registered domestic partner, persons who have a child in common regardless of whether they have been married or have lived together at any time, persons related by blood or marriage, and persons who have resided together in the past.
