PRESS RELEASE: Department of Corrections names Todd Dowler Director of Human Resources

TUMWATER – The Washington State Department of Corrections welcomes Todd Dowler as its new director of human resources, effective May 18, 2020.
Dowler comes back to Corrections from the Department of Transportation (WSDOT) where he most recently served as the deputy director of human resources and Safety. He has spent the last few years focusing on leading efforts to develop, implement and measure strategies for WSDOT strategic plan’s goal areas of Workforce Development and Inclusion.

Dowler began his career with Corrections in 2004 in Labor Relations. During his tenure at Corrections, he served as area human resources manager, labor relations manager, and corrections training and development administrator.
In 2014, he joined the Department of Transportation (WSDOT) as the labor relations and operations manager.
Dowler holds a Bachelor of Science degree from Oregon State University with an emphasis in Environmental Health and Occupational Safety. He has 25 years of experience in the field of human resources management, including 16 years working for Washington state.
He follows Melia Olsen, who served as the Department’s director of human resources since February 2018 and as a member of the agency’s Human Resource Leadership Team since 2011. The Department thanks her for her time as director of human resources.
